Do networking cards allow your computer to handle higher internet speeds? Do they allow WIFI connections? What are they for?

They enable networking communications. Most motherboards already have some networking integrated, but add-in cards can provide better speed, more ports, or wireless connectivity. It depends on what you need to do. For most users, they are not necessary, unless you need wireless connectivity on your desktop.
