Terrible Fps for a 1070 (Founders)

Ok so the situation in games is the older types of games, I get terrible fps like 10-40. (Like TF2 and NS2 ) but with the newer games i can run maxed out settings and still keep a steady 60 fps with no stuttering or anything. I have ran Doom multiple times and have had a steady 60 MAXED, mind you. Also considering my Thermals for the card is usually always around 45-50c. So I know its not throttling. (If I remember right the highest thermal rating for this card I had was about 65c)
Even when I turn down my Video setting to the lowest of the low it does not affect my FPS.

So would it be my CPU holding the card back?

So Is there any AMD CPU running the FM2+ Socket good enough to run this card without or little throttling?
Anything you recommend.

So at this point I should get more of a Higher end CPU. So I don't have these issues.
 
A faster CPU would definitely help. I also suggest that you go into your Nvidia Control Panel and set the Power Management mode for your old Source Engine games to run at Maximum Performance. The problem with Nvidia's dynamic power management is sometimes the GPU won't go up from idle clocks on older games that don't push it very hard, especially if there is a framerate limit in place like Vsync. That can sometimes lead to poor and inconsistent performance in older titles.

No AMD CPUs won't perform well in games that require single core performance. That's why most gaming rigs use Intel CPUs.

On consoles where games are written and optimised for one specific hardware setup it's a non-issue.

Eeeeh, an i5 6500 keeps up with it just fine, a 6600k would be what i'd recommend with say a 1080, but a 6500 will do plenty well. :p
Also saves on cost given OP's reasonably midrange budget based on the outdated CPU and choice of GPU, not sure a 6600k would fit there.
