i have tried to find solutions for about a week now looking to boost my performance in all games and it makes me so mad that i cant even get 20 fps is most games even when on low settings i just can't figure out why i don't know much about computer i had my brother custom build my whole setup and iv just never been able to reach 30+ fps in any of my games including league of legends i just need some help maybe he didn't config it right idk iv done a clean reinstall of my drivers so i know it isn't that, my 3d settings are set to prefer max performance so it isn't that, my system properties are set to best performance of programs, it isn't that i honestly just don't know what else to do please help i should be able to play ark survival evolved on high settings yet i cant even get 20 fps on low settings here is my setup

CPU: Intel(R) Core(TM) i7-4790K CPU @ 4.00GHz
Memory: 16.00 GB RAM (15.95 GB usable)
current resolution: 372.70
Operating system: Microsoft Windows 7 Professional
pc is only a year and a half old and i have never been able to get good fps with it idk why im just finally fed up with it to where i want a new pc
