Is this for a gaming PC?

GPU 10
PSU 10
CPU 6
SSD 7
MOBO 5
MEM 5
HDD 2
OPTICAL 1

I will justify this by saying that for games the GPU will always make the biggest single difference to your experience, an i3 will cause you loss of FPS vs an i5 in many games but the difference is not as great as if you had to drop a GPU tier to buy the i5. ALWAYS get a decent branded PSU, don't skimp on this as many people like to do. It doesn't have to be Platinum rated but never buy junk.

You can't OC your CPU so just a fairly decent standard motherboard will do for you, don't waste time on features you'll never use or care about. With RAM just buy a reasonable brand with your chosen amount (8 or 16), the extra speed really makes very little...

Get an SSD if you can afford it, they make a very nice difference to boot times and load times and I really recommend that any machine should have one unless you're badly hurting. If you get a 1TB HDD for additional storage that is nice, but it really can wait over the SSD... I wouldn't swap mine.

The case, optical drives etc are really just down to what you can afford. I prefer to get a decent case as generally they come with more fans and have better airflow. However even builds i've done in a case for pennies have never really had any problems with heat.

Everything is 'important' but that would be my line of thinking for a new build.
