Game and desktop stuttering/lagging after new GPU RX480 installation

Hello, shortly, yeasterday I received new msi rx 480 8gb gpu, after instalation I was able to play Witcher 2 on these settings smoothly with stable 60 fps http://imgur.com/w1hvVRh. Today when I tried to play the game it had lower fps 45-50 and became laggy, stuttering almost impossible to play. I've tried to turn off vsync it only helped to increae fps.
Same stuttering laggy activity I noticed while browsing on my computer not playing during regular work, so I think it might be problem with something else not the game itself. It is really weird because one day I was able to play with no problem computer was working perfectly and today situation turned 180 deg. I've tried reinstalling gpu drivers it didn't helped on internet i couldn't find similar problem with solution so I am hoping you guys would provide me with me. :)

16gb ram ballistix
ssd samsung evo 850 250gb
msi rx 480 8gb gaming x
seasonic s12 620w

Cpu temps stays ~50-55tops. If that was the case I believe I would have noticed it yesterday when i played. But the only difference between yesterday and today was 14hours window when computer was turned off. No settings or anything else was changed, but still something bad happened therefore I'm having this issue :/

Check CPU and Disk usage in Task Manager and Resource monitor.
Any extensive windows activities going on? like defragmenter, windows update, search indexer, defender scan?

Cpu usage is around 50-60, disk usage almost non existing. And no extensive activities are going on.

Found the reason. It's msi gaming app, once I turned it off, everything was solved.
P.S. I had a problem with witcher 2 where it would count a double click on mouse or enter, solution for that was turning off gaming evolved app.
