If my graphic card fan is not running after placing in the pc...is it dead...display is not coming..all other components are working fine...please tell if graphic card dead or not...?

If it's the msi model than the fan only starts spinning when the gpu is at 60C. Check if the PC is reading it.

If its a newer MSI or ASUS card that has a passive fan the fan wont spin until card reaches a certain temp to keep noise down.

Have you made sure that you've plugged the 6-pin power connector from the power supply into the graphics card?
Your power supply should have no issues with a GTX 1060.

Yes...i have plugged the right cable...i am sure.....all components are fine...i think the gpu is dead..that is why display is not coming...

Try taking the ram out and putting it back in in the same color slots. Sometimes on Dells ive worked with the RAM has to be reseated. It shows the same symptoms as your machine.
