I'm still in the research phase of my upcoming computer build, this will be my first so I will probably have a bunch of dumb questions. I have a Asus z170 deluxe mobo and I'm thinking about saving for a Gtx 1070 gpu. I've found a few under $400 but the item description lists it as a mini itx. Will this still work in a full atx board.
Will mini itx gpu work in a full atx motherboard?

Just fine. The only difference with "mini ITX" cards is that they are shorter and thus friendlier for small cases.
