Power supply failure? Computer restarts when I power it on, until I turn the Power supply off and on again.

Hi there. As you can see I'm pretty desperate since I'm bringing my problem on the Internet. I have no clue what's wrong with my computer. I have just built this pc (http://pcpartpicker.com/list/2KpWRB), and keep in mind that it is my first time building one. The computers runs with a single problem. I can kinda go around it, but it is pretty annoying. So, let's get right into it. When I turn on my computer, it starts, all the LEDs start, and after like 4 seconds, it shuts down. Then it keep restarting and doing the same thing over and over again. I found a solution in turning off the power supply for 10 seconds, and then turning the computer on again. It starts, all the LEDs start working, then it boots into the OS. I kept having this problem from the first day I've built it, and now it really starts to annoy me. So.. I decided to ask here for some help if you could recommend me something. I think all the cables are connected the proper way, since I checked all the manuals and some internet videos. Could it be the processor turning the PC off to avoid high temperature damage? I have absolutely no idea. Maybe some of you do know a solution for my problem. Thanks a lot! :D

There's nothing to be scared of. It's designed to be used that way, so may as well take advantage of what you have, right?

There's three things potentially going wrong here:
1.) That power supply is a dud and failing. You've discussed this already, but I don't think it's the only thing, because it boot loops.
2.) Faulty RAM. You've got 2 sticks of ram in there. One stick might be bad, or a RAM slot on your motherboard might be bad. Try all the combinations of sticks in different slots, and see if the problem goes away. (That's not what she said.)
3.) You might have a motherboard that's dead, but can be massaged to life by restarting the system a few...

I don't think it is a problem since my CPU has 25°C on normal use and aprox. 40°C when I really load it. The problem is that my PC is not completed yet, and I still need to buy a graphics card. I'm pretty scared of damaging the CPU using it for graphic processing too. Idk what the problem is, but I think the PSU has a pretty big chance at being the problem, since the PC works correctly ONLY after I turn it off and turn it on again.

3.) You might have a motherboard that's dead, but can be massaged to life by restarting the system a few times. If you have a motherboard speaker, plug that in to its appropriate pins at the bottom and check to see that the system actually tries to post during that boot loop. Then clear CMOS and try again. If it isn't working, then we can suspect the motherboard and/or power supply.

I don't think your CPU or cooler are part of the problem, because that restart sequence you do massages it back to life, and it then works. Also, check for shorts, like if you fudged it with an extra unnecessary motherboard standoff, or a wire that's been pinched and is exposed. Check again to make sure everything is seated properly. RAM sticks can be particularly fiddly when it comes to being seated properly, as some motherboards have sockets that are way tighter than others.
