looking to upgrade and deed help on cpu

It has an i5-3470 which I had enjoyed for a while now. However lately I have noticed some sever system slowing and stuttering while multi-tasking (such as watching netflix while running other applications ect)

Basically I am wondering if I should upgrade to an i5-6600k or maybe even an i-7? I want something that will last for a while and not cause any bottleneck for games. I play mostly single player RPG and action games. Such as witcher 3 but I also play Overwatch. Any input would be appreciated.

Also as I am a full time student the less money I spend the better. Thank you all in advance.

Try to find out if your issue is software related before spending money on a new CPU, the one you have is still quite good. I would run antivirus and anti-malware programs such as AVG Free & Malwarebytes Free to see if that's the cause of your issue. I would then check to see if there's any programs that open when you boot up the system and run disk-cleanup. Then check the tower to ensure there's no buildup of dust on the system which could cause your CPU to overheat and it would throttle performance to keep from overheating. Here is a pretty basic (but good) guide on what should be done on a fairly regular basis to keep the system running good. A OS reinstall would help as well but I would use that as a last resort...
I have a similar CPU and have no issues doing the things you describe. It's very possible you have software bloat on your PC that's bogging it down, you could try reinstalling Windows or removing any programs that run in the background that aren't necessary.

If that fails, a logical upgrade is an i7 3770K. It will drop in to your current board and not require a new copy of Windows, and is both unlocked and has significantly more multi-tasking power.

If the above and link doesn't improve your performance then I would consider upgrading the CPU.
