FIFA17 (same with 16) UHD/4k framerate issue

Hi everyone.
First of all, I know maybe I don't have the best pc for UHD, I have 290x MSI Gaming and i7 4770, 8GB RAM.
But here's my issue:
when I try to use 4k resolution on my 43" TV on FIFA 17 demo (and I have exact same issues on FIFA 16) and lock to 60fps, I get the game going to 30fps in game and 15 in menus and replays and cutscenes.
When I disable the lock, menus and cutscenes keep going at 15fps (it's locked! never goes up but never goes down either!) but the game itself goes at 95-100fps, never lower.
But I get some microstuttering (same when I unlock framerate at 1080p), and menus and replays etc. still at 15fps.

Do you know how to solve this?
Yes, I don't think I can easily support 4k maybe, but if while playing a match I get 95fps even with 15 when in menus and "cutscenes", I think there may be some issue with the game, and I can try to run 4k resolution at 60fps in FIFA.

I tried to have adaptive vsync on my radeon panel as I read. Not helpful but maybe I did it wrong cause I never use AMD control panel to change settings to my games.

Thank you guys, I hope you have a solution.
It's not that important to get 4k res. with FIFA, but I'd really like to solve this...

(EDIT: FIFA 16 same issues, just change 95-100fps with 150-200 (of course I believe the TV just goes to 60 not more))

ok can't explain why...
but my vga is 1.4 hdmi which means 4k at 30hz?? (though 2.0 cable)

But can't really explain why I get 60fps in 4k. maybe I'm sooo wrong (and so msi afterburner) but really at 1080p I can easily see the difference between 30 and 60.

But why menu and cutscenes are stuck at 15fps???

Any idea?
