Z77-V Flash USB3.0 port appear in OS, but not in BIOS

USB 3.0 ports do not detect connected flash drives at start up (both in BIOS and Windows/Linux) but once I unplug and plug back in they work perfectly at full speed. This rendered booting from USB impossible (since BIOS only detects at start up) and everytime I plug in a flsh drive I have to re-plug it before it works.
mobo: Z77-V LK Asus
USB Legacy: Enabled
USB ports: ALL Enabled
