Should I upgrade my current PC or build a new one?

I mainly play csgo (a cpu based game) but I also want to try out some new games (mostly gpu based games)

My current specs:
CPU: Amd phenomx4 955 3.2
GPU: Amd radeon HD 6570
RAM: 8gb
Power Supply: 350 watts - Want to upgrade to 550watt-
OS: windows 10
Storage: 1tb HDD - Want to upgrade to 240gb SSD -
Motherboard: Foxconn 2A92
Bonus: Good recommendation of what should i get.

The GTX950 would be a huge upgrade for you and would not be terrible with your Phenom.

For $250, you could get an i3 6100 + motherboard + 8GB ddr4 RAM

Well for the gpu I was thinking of the gtx 950, but i have no idea about the cpu, I would say about 250$
