Constant lag + Low FPS with new Graphic Card

Hello,

I have a little problem, after my computer crashed few day ago, i had to take back a new power supply and new graphic card, cause the GC did not work anymore and the pc don't want to start ( Thanks Hydro-Quebec for their perfect service at really high cost)

But now i have a little problem, i can't play any game without having constant lag, i mean , i can't play minecraft with stable 60 FPS, same for Ark Survival constant lag, i have few lag with League of Legend too.

I have no idea from where are these lag, my new GC is GTX 1060 3GB, so should be more than enough for these game.

I would really like some solution or thing to try to find the problem.

1 - I have last driver
2 - Im using HDD i know not the best.
3 - Power Supply is 550W

I have :

- Intel Core i5 4430 Cadencé à 3 GHz
- ASRock H81M-VG4
- Ram Team Group Inc. de 4 GB x2
- NVIDIA GeForce GTX 1060 3GB
- Hard Disk WDCWD10EZEX-75M2NA0 de 931.51 GB SATA III

It was working good with my GTX 660 before she stop working but no impossble to play a LoL game without lag.

update BIOS of the motherboard directly in BIOS not in windows

use "ddu uninstaller" to delete all video card drivers and install the latest nvidia.com drivers again

run 3dmark basic edition and post the link which comes up at the end in your browser

I should use Instant Flash from my BIOS to update? Would be less risky?

read the manual of your motherboard or:

how to:
use instant flash
http://europe.asrock.com/support/BIOSUI.asp?cat=BIOS8

extract the bios file to an usb flash drive
reboot pc
while the asrock logo is splashing press the key "F6"
choose bios file
flash

get 3dmark basic edition to better compare other equal systems:

looks like your cpu is throttling

check temperature with "coretemp" while running "prime95" version 26.6
and choose the smallfft option in prime95

It go to 100C but i was not able to take screen.

the CPU is not the problem

you can clearly see that the cpu is throttling itself to about 800MHz to prevent thermal damage.

renew and reapply the thermal paste of the CPU cooler.

check that the cooler is sitting plane and straight on the cpu
fan of it is spinning?

I had some problem with my cooler so i had to manage something to keep it here cause the plastic thing broke so maybe its the problem?

that´s the problem here. If the cooler doesn´t sit properly and is lose, temperature will rise to the sky

which case you have?
cooler master 212 evo would be fine if it fits in

I wanna change my CPU to something stronger in next month so i don't know if im better invest a little bit more for something better like the one i said before ?

even the top cpu i7-4790K (88Watt TDP) for your motherboard wouldn´t need more cooling then yours, because you can´t overclock with your board.
(your i5 4430 has a 84Watt TDP)
