3rd GPU Stops Working As Soon As It Gets A Load Applied

After fighting with this setup for several days I am at a loss. Where I am now: I have all three graphics cards showing up in device manager as the proper cards. I have installed the latest drivers again and again. My third gpu, a 980 has been a problem. GPU meter registers all the stats for the card until I start to run CCminer and then it just drops. It still shows in device manager without any problem icons but GPU meter can't pull any stats. Nvidia Control Panel also shows the card being present. Furthermore CCminer stops recognizing the 980 after the first run until I reboot. There are no error messages from windows regarding a driver crash. I replaced the motherboard once and the offending card as well with no changes. Any idea what is wrong?

Check that, a load is not required for the 980 to stop being recognized by programs. It shows stats on GPU Meter for about 10 seconds then stops and the temp drops to 0.

My wattage is find and my temps are also fine...
