So I have an AMD fx-6350 running at 3.9GHz. I have a stock cooler and Gigabyte GA 78LMT-USB3 motherboard. Would it be ok to Overclock it by 100MHz without getting a new mobo/ cooler

Solution
Probably but ask yourself what are the pros and cons of doing this.

Pro - Hitting that 4.0GHz mark.

Con - Risking a heating problem and damaging the CPU for a 2.5% increase in power.

So for instance if you were doing video encoding and a task normally took you 60 seconds to complete at 3.9GHz, you would now complete it in 58.5 seconds. Is it worth it to you to shave 1.5 seconds from that task? If so go for it. If not, then its probably not worth any headache for such a small gain.

If you want to get a an actual meaningful overclock get a decent heatsink/cooler and you will probably be able to get your cpu 4.5Ghz if not a higher. This is all at the cost of using more power, dissipating more heat, stability testing would be a must. If you don't want to bother with overclocking you could just get an FX-8350 or FX-8370 but you will not gain anywhere near as much getting a modern Intel i5 system.
