So i'm building a (very) budget build for my younger brother. I have a great opportunity to get Core 2 Quad Q6600 cheap. Has anyone had experience with this processor? How well does it run games like cs:go (if i overclocked it to 3 ghz)?

Q6600 is actually "overkill" for CS GO.
Unless you have some compatibility problems it will do the job.
That CPU (I had it for many years) was good in everything I played except:
Starcraft 2, physx calculations.

In everything else the GPU was the limiting factor.
I am using today a laptop with a i7-2760 and its barely faster than then Q6600 (due to hyper threading) allowing me to stream and play CPU intensive games with some stutter.

With non CPU intensive games I can Stream AND play with high FPS no problem.

So, if its budget you are looking at, (especially if you already have the motherboard and the ram for the Q6600) its a decent option.

However, if you DONT have the motherboard and ram, there are good options out there in...

Don't know how good of an investment that is now, but the last time I used one of those I was able to play Crysis 3 fairly nice. The problem is that you won't be able to put more than 8GB or RAM in most motherboards compatible with it. Not that you require more, but I'm sure it could end up being just as expensive as building a small budget AMD APU computer. I'd say it performs just a little bit below a 6 core FX CPU. For most games it works fine as long as you don't go over 1080p.

Had a Q6600 in my old config it's a true warrior CPU. As you said you can easily OC it to 3GHz or even further with proper cooling. Last time I used it was when BF4 came out had no problems playing with it, even with an old HD6850 I had 60fps on 1080p playing BF3 on high. If you can get it like really cheap go for it, playing CS:GO wont be a problem for it.

Bare in mind that this is a budget only build thou. You wont be able to get full benefits from modern GPUs if you use an old CPU.
