Why does my connection "stutter" when streaming a video?

It seems that the stream buffers for a bit and then it stops doing anything until the stream completely stops, and then it buffers again etc. I've recorded a video of it for a better understanding of the issue.
Yes, I have tried other browsers. I even tried streaming in VLC, and the issue persists everywhere.

What download speed do you have? Do a test on speedtest.net

Ok, and what exactly are you trying to stream? What's the source?

Well there's a reason I posted a video on google drive for you to see.
I'm trying to look at streams on Twitch, but the connection keeps...it loads it up, and then i see my network usage go to 0kbps, and then the stream stutters, and then the connection loads it up again etc. It keeps stuttering and pausing cause of it.
