What is your internet like? Did you run those tests and post me the results?
Also please download a temp monitoring program, like speccy, or hwinfo.

Let me know the temps idle, and the temps in game with it running after 5 mins.

Sounds like it may be thermal throttling which is the cpu/gpu either one underclocking itself during intense action so it dosent overheat because your reaching the thermal limits.

Also, you psu, it could be going bad, pretty good sign what your experiencing. Sounds like your 12v rail gets loaded, and the continuous draw is not steady voltage, lagging occasionally, killing your performance

Okay, also, please disable npc scan the addons and see if you are still effected by the issue.

Please tell me what your memory usage is during the game, open it. Leave it for 10 mins, now minimize, open task manager, go to resource monitor, go to memory, tell me how much you have "FREE" and on "STANDBY"

Honestly, I am pretty sure your game may have a memory leak, and thats whats doing this. This happens often and it describes the causes of your issues.

I would restart, Once the computer boots open nothing but task manager and go to resource monitor
Now monitor your ram, Monitor whats FREE
open up wow like normal, keep monitoring it, 2 minuites after wow is open and you walked around a city or w/e
check how much free ram you have.

Its a memory leak associated with your game

Your going to have to do a complete uninstall and reboot before you attempt another installation.

Also try running it as administrator or repairing the game with the repair.

This memory leak is whats causing your dropage. Fix this and you will be fine.

Also, do you have a pagefile? go to computer, system properties, advance system settings
performace settings
and turn your pagefile on, auto manage them, Or put your pagefile manually to 20000mb-30000mb

You have tyo isolate whats causing your memory leak,

Watch your memory with everything open but battlenet, After 5 mins if its fine, open wow, after 5 mins if your memory is fine, start opening up normal programs you would

A guess i would have is your mozilla if you use it, Mozilla is known for mem leaks, Open it and watch your memory .
open chrome and watch your memory.
