Computer has been acting weird these past few days, need help finding the cause.

So I built myself a new PC in early July,
The specs are
GPU: GTX 970
CPU: Intel i5-4690k
Memory; 8gb
OS: windows 10

Since the build everything has been going great, but all that seemed to change just over night.
Fps in games such as GTA V have gone from well over 90 to 45, which may not seem like alot, but its something to worry about.
Aside from the lower fps, GTA sits on a black screen for a few minutes on startup then proceeds to open in windowed mode, and refuses to go back into full screen. doing the ALT+Enter trick either crashes the game or gets it to sit on a black screen before just going back to windowed.
Csgo also takes a few minutes to open and once it does its set to the lowest resolution. When I try to raise the resolution it just crashes.
Easier to run games like Toxikk, rocket league, and Overwatch even have some FPS drops.

Ive run virus scans which all have turned up clean except some "tracking cookies" on the first scan.

I really hope nothing broke inside the computer, and is just a simple fix I am missing.

Update
Something i forgot to mention is, in programs such as steam when I click onto something like a game or my profile, it freezes up for a second before loading the page.
The windows button, chrome and other programs do this aswell.

Have you done a malware scan? I get browser infections every so often in chrome but apart from an infection a system restore might correct the issue. Do you smoke or use incense near the computer? If so it will clog your fans, check for buildup in the fans and heatsinks as it can accumulate pretty quickly.

Ive tried everything other than the different ram, as I do not have any laying around lol.
Temps look fine.

I have my suspicions that it was the Windows 10 anniversary update that did this.
Disabling Xbox recording helped with the FPS drops, but games have been opening with black screens, either staying as a black screen for a few minutes before opening, or crashing after a few minutes.
