Getting artifacts in Videos and Gifs. Help?

Hi all,
I currently have a gigabyte G1 gtx 970 in my pc which I have had for about 2 years now. I had a manual overclock on it for all that time until recently I started having problems.

My games were crashing and I was getting graphics driver errors. So I clean reinstalled the drivers and the crashing seems to have stopped, but now I'm getting this strange artifacting on some videos and gifs when I first load them.

Black boxes/pixels start covering the video, starting from the top and going down, and then after a few seconds they just disappear. Here is a picture of a gif when it happens:

I cannot work out why it is happening, I have removed my overclock and that has done nothing. Wondering if it is time to get a new card?

I'm having the same problem with a Zotac GTX950 with no overclocking since last week. But it only happens with Chrome.
