DOOM Sudden Lag Spikes on GTX 1070

Recently i've been getting lag spikes on DOOM, I can run DOOM at silky smooth 120FPS, but every once in a while I get a sudden lag spike, it goes down to about 1-2fps for 1 second then goes back up to 120FPS. There is no areas where it occurs worse, it just happens randomly whilst playing! I have absolutely no programs running in the background apart from DOOM (Excluding Windows and NVIDIA Processes) This is quite strange since about a week ago I don't think I was getting this, and I haven't done anything to the CPU or GPU or anything like that since.

Things I've tried:
Resetting NVIDIA settings
Reinstalling Drivers
Going back older Drivers
Reinstalling DOOM
Verifying game cache of DOOM
Monitoring the GPU and CPU (NOTHING IS GETTING HOT, and I don't see anything wrong)
Changing DOOM in-game settings (Lower res/graphics doesn't do anything, still lag spikes :/)

Any help appreciated :)

Specs:
GPU: Palit GTX 1070
CPU: I7 950
RAM: 8GB
OS: Windows 10 64-Bit

EDIT: I've just played BO2 and I get around 300+FPS, though like DOOM I experience completely random lag spikes for no reason, this is really making me mad, and I feel like I've wasted my money on this PC. Plz help! :(

The settings don't make a difference, the lag spikes still persist, but as said above I don't exactly remember getting these lag spikes a couple weeks ago, but I suppose the CPU is a likely cause anyhow. But what about BO2, why would BO2 lag? That game only has minimum specs, and my CPU is above that, is it the CPU's fault on BO2 as well?

You might be experiencing frame-time lag because of the mis-match between slow-ish CPU and very fast GPU. Yes, even tho the test I suggested didn't pan out, I still feel the CPU is the culprit. The GTX 1070 is way too much GPU for the aging i7-950 to keep up with. The GTX 1070 is even faster than the Titan X (Maxwell).
