ASUS m5a97 problems to turn on after turning it off

Tee issue is quite strange, the computer isn't mine , but i built that pc and i don't know what is happening with it .

So far if i just restart, or resume after sleep or hibernation , it works normally. however after turning it completely off it wont turn on again, I press the power button and it turns on for a few secs then off again.

So far the only way to turn it on is using the MEMOK button in the motherboard which is not ideal. The computer performs perfectly fine when on, no issues whatsoever. What can cause this issue? a faulty cmos battery?

The motherboard is an ASUS m5a97, first model, not the r2.0

It keeps the correct date. If it was the PSU shouldnt it have problems turning on even by using the memok button? the computer can go days without turning off (the current owner just cant go around and open the case to turn it on with the memok so he just lets the pc on or in sleep ) It doesnt crash or turn off even at full load on the cpu and gpu. I will indeed test it with another psu just in case to make sure . Didnt thought about it as the psu is still under warranty and it is a bit overkill for the parts it has .
