Computer turns on and off repeatedly

Computer will turn on for 13-14 seconds and then turns off after pressing on button. Graphics card lights up but fans on it turn for two seconds. Case fans all turn at full power in this period of time. A few seconds after turning off it turns on again and repeats cycle until I turn off powersupply or unplug from the wall.
CPU: i7-5820K
GPU: GTX 1070 Strix
RAM: (A week ago) 16GB X 2 DDR4 2133Mhz Aegis
(Now) 8GB X 4 DDR4 2133Mhz Ripjaws V
Motherboard: Gigabyte UD3P Rev1.0 X99



I already took it to Microcenter two weeks ago, and they said BOTH RAM sticks are faulty, so I contacted G.Skill and got replacements. Same problem. I use an old case so I can connect the motherboard speaker to the motherboard and it emits a continuous amount of short beeps when turned on and then stops when system turns off. After taking it to Microcenter again they tell me my motherboard does not support 16GB in each RAM slot. So I buy a 4 X 8GB DDR4 2133Mhz Ripjaws V kit from G.SKill. The same problem still arises. I reset the CMOS using CMOS Jumper on the Gigabyte motherboard. I also tried taking out the motherboard battery and holding power button for 6 minutes and then putting battery back in. This is really frustrating and I don't know what the problem is anymore.

I have tried:
- Replacing RAM in motherboard
- Re-seating graphics card
- Reset CMOS using CMOS jumper
- Checked if all cables are plugged in

An easy way to check if it's the ram, is to try booting the system without any ram plugged in at all.

If it does the same amount of beeps, you could be looking at more faulty ram, or possibly a CPU with a bad memory controller, or even just a bad board.

You'd have to troubleshoot a bit more.
