I've tried disabling Superfetch among many other programs. I've changed the paging file size. I've done a lot of other things that I can't even remember that hasn't worked. I've also tried disabling wsearch and that didn't do anything. I have 16gb of RAM on Windows 10 and disk is maxing out at 1mb. I don't know what to do, Changing the paging size temporarily helped but now it's back to broken.
Edit: This is also really weird, whenever I launch something that takes like more than 15MB/s then the usage percent goes down as the usage goes up. It's like whenever "System" or "Antimalware SE" are able to sort of take control and use 1MB/s that the system lock itself into 100% usage.
