Problems after upgrading GPU

Setup:

MB: MSi 990FXA-GD65
CPU: AMD Phenom II X4 955 Black Edition
RAM: 16GB (4x4GB)
GPU: PowerColor RX 480 Red Devil, upgraded from: 2x MSi R6850 Cyclone Power Edition in Crossfire
OS: Windows 7 64bit running on an SSD
Games are installed on a separate SSD

Now here's the deal:

After the upgrade, WoW still shows me the same recommended settings, FPS increase is not as much as I'd thought it would be, and 99% of the time, though the fps remains steady, I get constant, short "pauses" or "hiccups" every half a second or so. Audio is not affected. It's happening in Overwatch as well. These "hiccups" happen regardless of what settings I use. Pre-rendered cut-scenes and such don't give me any problem.

I've already uninstalled (using Display Driver Uninstaller) and reinstalled the GPU a few times and no change.

At first I was thinking the CPU might be causing a bottleneck (which it probably is anyways) but the "hiccups" should stop at lower settings if that were the problem, right?

I have noticed also that the CPU is running hotter than usual. It idles at above 60C and can go up to 90C and above when gaming.

Any and all help is welcome. I am writing this at work, though, so if there is anything you need me to check on my end, it'll have to wait until later today or tomorrow.

your cpu is throttling when it gets to hot, you shouldn't go over 62*c. look at getting a new cooler or clean and reapply your thermal paste
