Hello i was hoping someone here would help me picking parts.
I already have a ssd and hdd.
My budget is 700$

Solution
My build has better motherboard, his build has more RAM.
What you can do is replace the 8GB RAM in my build with 16GB, because that cooler isn't really needed.
Both PSUs are great, but I'd still suggest my build, because of the Z170 motherboard, so later if you decide to get 6700k, you can overclock it.

GAMING. If someone says RX480 is worse than 1060, watch DOOM 4K 1060 vs RX480 VULKAN.

I agree that he'll need a Z170 chipset in order to overclock, if he ever decides to step up to a i5-6600K or i7-6700K. FYI, there should be other Z170 chipset motherboards that start in the $90 range.
