Power Supply to low for graphics card?

So I bought a gaming pc. it had a gtx 650ti with it. I upgraded from that to a 960. I just bought and install a gtx 1060. I looked at the psu requirements for the 650ti and it said a 400 watt. I bought the 1060 because it said it also only need a 400 watt too say i thought i was good. Have I this whole time been on a too low of a psu? the model number says L300NM-00. Which by what im reading says its only a 300 watt? wtf! so from the beginning a card was placed in the pc that shouldnt of even been there?

I havent notice any issues with any of the cards but how is it possible it is working fine when it doesnt meet the requirements? I mean i play all the newest games maxed out
 
The requirements given by NVidia and AMD are an over estimate to take into account poor quality PSU's. Unfortunately with PSU's the watt ratings on their own are fairly meaningless. A good quality 400w PSU can deliver at least 400w, a poor quality 400w might actually struggle to deliver 300w without burning up. This is why quality is so important when choosing a PSU.

Edit: The 650Ti only uses a max of 110w itself

So I need to upgrade my power supply? Sorry for all the questions. I have replaced about everything else but not a psu. You have one you recommend? and what will fail if i keep using this one? This is as high of a gpu as I want to go. I dont care about anything past 1080p gaming

Your psu may eventually fail because your running it out of its limits for the amps to the 12v rail when it fails it coud just die or it could take your gpu an other components with it. The psu is the heart of the system never skimp on it. if your not going to overclock anything you could probably get away with good tier 3 that is about 450 t0 550 watts as long as it has the required amperage on the 12v rail. If your going to overclock or do a lot of heavy gaming a tier 1 or 2 psu is recomended in the same range even though you could get by with 400watt psu with the required amperage if its a tier 1 or tier 2 wich are better designed for heavier loads.

i think thats a tier 3 and yes it will work and is better than the dell psu that you have before you order make sure that it will actually fit in your case some dell units have a wonky size psu. Also this is not the best for heavy gaming or overclocking but for anything moderate it should be ok.
