My friend has a i3 Dell 3847 desktop and is planning to upgrade the gpu. he can spend $200-$250. Which choice is better for him? I know the i3 will bottleneck both cards, but the question is how badly.

xfx rx 470

Zotac gtx 1060 6gb

PS: I didn't pick the gtx 1060 3gb because I didn't think 3gb of VRAM is good for the future. I also didn't pick the rx 480 because none of the cards fit they're all too big :(

Solution
The i3 would be fine, but what about the psu? The stock one would almost certainly need to be upgraded.

The 1060 is faster than the 470 for sure.

Well we have been in quite a predicament recently, I tested his old nvidia 8600 gt for laughs, and it didn't work. The monitor went into power saving. So we tested out my old gtx 660 with HDMI instead of the DVI-D, ad it still hasn't worked. As of now he is holding out on the gtx 1060, until the problem is resolved.

Try out setting PCI-E as preffered display in the BIOS setup. Or remove Cmos battery for 5 minns or so after installing card
