computer won't start. HELP ME!

having repaired/built computers this looks like something I have encountered before, it looks to be a short or ground fault, if so can you try starting it without ANY peripherals plugged into that evga. Only let the modulars cables power whats needed, unplug the others straight from the psu and try to power, post results.


Do you have a multimeter on hand, If so please meters the 12v, 5v, 3.3v, and what are the readings.
