Xeon turbo boost on consumer motherboard

Hello,
I got an asrock 79x fatality with xeon e5 1660
the thing is i never see the turbo boost in effect 3.9GHZ even while rendering for many hours
it only goes up to 3.6GHZ according to task manager, cpu-z and hw64info
according to intel it should go up to 3.9GHZ and my friend got a workstation with same processor that reads as 3.3 but goes up to 3.9 normaly (turbo boost)
I am not sure if i increased the cpu ratio from 33x to 39x from motherboard bois will that burn my cpu or it's ok ? as when i tried 39x ratio my cpu read 4.5ghz in task manager and on cpu z it read 3.9 ghz and in hwinfo64 it read 3.9 as well voltage normally is 1.200 v on 3.3 and 3.6 but when i use 3.9 it goes up to 1.280v
heat with 3.3 and 3.6 65c
heat with 3.9 70c
watercooler thermal take 3.0 with dual fan radiator

note : i got this cpu a second hand, it's working fine since ibought it, i just noticed that it's not using it's actualy abilities . my friend got his entire workstation as a second hand as well.

MOBO Asrock Fatality x79
Ram 32 gb hyperx quad channel
PSU thermaltake evo blue 2.0 850watt 80+gold
system on samsung 840 evo 512 gb ssd (windows 10 )
GPU gtx 1080 founder's edition

it's e5 1660 v1

also if i forced 39x multiplier with max heat 70c and rarely 75 c and 1.280v
won't that cook my cpu ?
actually the voltage went up

thanks for the help, I will keep rendering stuff till tomorrow if things were stable, I will keep those settings, <3
