Even if it is a misread is there anything that I can do to fix this I want to be positive so I do not mess anything up. This also seemed to of happened after I updated my chipset.
The only way to update a chipset is to replace the motherboard. Is that what you did?

updated my bios to a different version and it still reads the same. All my other components also say they drawing around 1 more volt then normal. Any other ideas ?

The only way to update a chipset is to replace the motherboard. Is that what you did?
