I just got a new RX 460 to upgrade my PC - specs below, but when I turn on my PC after installing it, my PC's fans spin except for the graphics card fans, instead they try and spin, they make it look like the GPU keeps restarting. Specs: C2Q Q9550, 2GB DDR2, Foxconn prebuilt mobo and my old GPU is a HD 4830.
