Computer only recognizes 24GB of 32GB installed RAM

Hey folks.

I just finished upgrading my PC, and RAM was the final step after my new motherboard.

I ordered 32GB of Corsair Vengeance LP RAM (4x8GB) and installed them all after work today. I boot up just fine (my computer actually booted a bit faster) but under CCleaner's specs it's only recognizing 24GB. However, in Speccy, it shows that there are 32GB.

I removed and re-seated all four sticks of RAM and ensured they were installed properly. I even tried each stick individually and they all booted just fine.

When I have all four in, my computer recognizes that there is only 24GB. If all four sticks are working, what can I do? I plan to update my BIOS as well.

-Microsoft W10 Home 64 Bit
-Gigabyte GA-78LMT-USB3
-32GB Corsair Vengeance LP DDR3-1600 RAM (4x8GB)
-AMD FX-8370E 8-core CPU @3.3gHz
-Kingston V300 120GB SSD
-EVGA 1070 FTW 8GB GDDR5 GPU
-Sentey 850w modular 80+ Bronze PSU

It could be CCleaner is not reading properly.
Right click on Start menu, choose RUN and type msinfo32.exe. Scroll down to Memory and that will verify your RAM.

Task manager recognizes all 32 GB, but, for whatever reason, shows that I have 12.8 GB available, and says "24.0 GB Unknown" above the performance tracker. It also says only 3.9/32.0 GB are committed.

Should I be concerned about my motherboard? I bought it secondhand but it works just fine otherwise. My BIOS is the latest version and I have confirmed that my RAM has been seated/installed properly. I even reset my CMOS battery.

Somebody I know in real life suggested that my processor might be throttling or bottle necking my RAM since I have an 8370E which is missing two or three pins. Those came off in a cooler install and for whatever reason, my CPU still works. However I don't believe it's running at a stable voltage, the base clock was raised to 3.6gHz instead of 3.3, and the clocks for all 8 cores jump around, as does the voltage. So who knows, it works. I have a replacement coming today (the non-E version of the CPU) so I will report back after I install that and see if anything changes. I suspect the voltage difference may have something to do with it.

Just really curious as to why I am not seeing the performance I should be getting.

This was the culprit.

I just installed my new CPU, the AMD FX-8370, and it is now recognizing all four sticks of RAM.

My build is finally finished. Thank you!
