Reinstalled harddrives and now a $RECYCLE.BIN folder is showing up on all drives?

Backstory:
thought I got hit with some malware, because I saw a runonce.exe being launched at startup via the application Process Hacker.

The runonce was possibly the cleaning out of some software I didnt need. I also checked where these files were at, I deleted one that was in wow(something) folder... that didnt seem right. But I was still concerned it might be something worst.

Terrified it might be something as nasty as ransomware, I unplugged all my harddrives, except for OS drive.


After allot of testing and constant review of documents folders and windows folder.
I never saw the signs of ransomware doing its nasty business,Nothing ever dropped on my drive.

A rootkit scan for what its worth came back clean too. Also ran: Spybot, malwarebytes, hitman pro, a malware bytes rootkit clean, and microsoft security essentials. Took forever and a day.

System start files were checked, PIDs confirmed. did netstat and tasklist checks in CMD.

So I reinstalled my drives one at a time, again constantly checking. Satisfied no virus/malware as best I could be. Rebooted my computer with all drives reinstalled. That's when I noticed on every drive that $RECYCLE.BIN folder is showing up?

Granted I was concerned that the virus could have started from one of my other drives where I download stuff to. I would have my OS drive and then plug in a sata drive at a time, the OS would recognize the drive , and windows explorer would give the drive a new drive letter.

I confirmed my folder settings as display display hidden files, folders, drives.
But I dont recall ever seeing $RECYCLE.BIN folders listed on every single drive?

I just want to add that I understand that "Hidden folders" are being shown in explorer because I made that choice in folder options.

However, $RECYCLE.BIN never appears as a hidden folder sorta greyed out color style. It shows up in appearance just like all the rest. Plus. They never appeared on all drives up until now.

What would cause this?
There is nothing in these folders, btw.
