GTX 950 Suddenly getting low fps on most games

I have recently been getting very low fps on most of the games that I play but I cant figure out why. When I run games like GTA V, War Thunder, Rocket League etc... I used to get 60 fps+ in all the games but now I barely get 15 fps in them but if I run a game like zero G arena I get well over 60 fps which is what it used to run at.

The issue seems to be with the utilization of my graphics card. When I run games like War Thunder and Rocket League MSI after burner says my graphics card is only running at about 20% utilization and is not reaching its max power or core clock, but when I run zero G arena it reaches its max core clock and utilization. I have also tried to run furmark an it also reaches max utilization.

I have tried reinstalling my graphics card drivers but that didn't fix the fps issue, so I tried to install an older driver which worked for a bit but when I opened the game later it had the same problem.

I thought it might be a problem with with my hard drive as all my games are installed on it and zero G arena is installed on my SSD so I moved it onto my HDD and tried it but it still ran fine.

I have also tried removing some of my ram to see if that was the problem but it didnt change anything.

Other things I've tried:
-Made sure my PC is on high performance mode
-Made sure that my monitor is plugged into my GPU
-Checked the temps of my CPU and GPU which are running at their normal temps
-Lowered the quality settings of the games but that still doesn't improve the fps by much (Only a 5 ish fps increase)
-Ran Malwarebytes to check for malware

I have tried every thing I can think of and have no clue how to fix this so any advice would be really appreciated :)

GPU: EVGA GTX 950
RAM: 12GB
PSU: XFX 550W Bronze
Motherboard: Gigabyte H61
Boot drive: 120GB sandisk plus
Secondary drive: Western Digital Caviar Blue 1TB
OS: Windows 10
 
Solution
Fixed the problem. I install my brothers old R9 260X to see if anything else in my PC wasn't working but all the games ran fine. I then re-installed my GTX 950 and everything runs well again. I'm pretty sure this was because I ran a DDU to completely uninstall all the graphics drivers and it seems to have fixed the problem.

Leaving this here so anyone else who has this problem can find out how to fix it :)
