Want to host a gaming server for GTA 5

I just upgraded to a 6th gen pc,so i have old parts left. I have converted it into a server. I want to host a gaming server for gta 5 to play games with my friends at my locality....i dont want to connect to the rockstar server since my game too lags and sometimes i get a ping of over 400...there are no nearby server here in india..."please tell me how do I host gta 5 on my server, since i don't know how games are hosted on servers." And also which OS should i use for the server....my broadband speed is 27mb down, 10 mb up and a ping of 47ms.....my server specs are 8 gb corsair vengeance ram 1 tb hdd I5 4690k.

You can host a separate lobby, to prevent outsiders from joining your games but all the games will happen on Rockstar's servers which might involve high ping rates and lag as you mentioned.

The lobby feature is already ingame, Separate server doesn't exist and if you find one, it is, as far as I know, illegal.

Solution
Well, there are two types of servers.
First type, the actual "game" runs on it and clients (you players) are sent data as to where you and others are.
This is not optimal since it can cause some more latency due to A-B-C connection of all packets instead of A to C (and forget the server B exists)

Second type is where the game runs on all clients and server is just kind of lobby to meet others for the match. In actual game, clients tell/talk to each other and pretty much update stuff to server as far as statistics go.
This type has most often less lag and is what most fps/racing games most likely use.

Also in most cases, reasons for not allowing 3rd party servers or dedicated servers from others is... piracy or fear of it.
If you MUST log into their servers to play, they can at same time check if your copy is legal. For separate servers, it could allow for people to skip that.

For GTA5 and it's closed ecosystem, I suspect first type. I could be wrong though.
