My pc is a lot slower than before.

Hello, my pc slowed down heavily, my specs are: i3-3220 3.30 ghz
1x8gb 1333mhz ddr3 ram
b75m-d3v 1.1 motherboard
asus gtx760
1tb western digital hdd, and 120gb kingston ssd(the windows is on this)
My problem is that i could play games on much highher settings than now. Ex:I'm playing Euro Truck Simulator much, i had 60 fps stable on max settings but now since a long time i can only have 40 max,and not only in this game,in every game my fps is much lower, it is annoying me really hard.
I did just recently reinstall my windows, i'm using win7 ultimate 64bit.I tought this could solve the problem but my pc is still slow.
If you could give me some solutions i would be really happy.
 
Solution
No setting looks amiss; are you using the latest drivers for everything? You used Intel's INF updater to install the latest motherboard drivers, and are running nVidia's 372.70 drivers?
If you're on a fresh Windows install and are using the latest drivers, there are only 2 things I can think of that might cause you to have lower FPS:

1) You're not using the same in-game or graphics control panel settings, or

2) One or more of your components is overheating and throttling

I dont unterstand your solution 1
My cpu temp is 50 and gpu is 60 on almost idle is this too much? if yes what could i do
 
Idle temperatures are irrelevant. What's more important are load temperatures.

My solution #1 is this: You may have changed something in your graphics control panel, or may be running different settings in-game. For instance, forcing anti-aliasing on in your graphics control panel can seriously hurt framerates.

I did not even touch any settings in the graphics control panel.
I did run unigine heaven benchmark for 10 minutes and my cpu temp was 55-60 and gpu 65-70

Could my video card have a problem?
Because i had this fps on my old card which was a gt 630, and now with the 760 having the same fps is bad....

My drivers are up to date i'm using driver booster3.5 software and geforce experience for this.
