Better pc specs, but is worse?

I have 2 computers, a laptop and a desktop. My desktop has 5gb of ram and a 3ghz processor.
The laptop has 4gb of ram and a 1.86GHz processor. I don't understand how my laptop is double the speed and power according to windows rating and stress tests in multiple valve games.
The laptop is an Acer Aspire E1 (not sure the exact) and the desktop is a Lenovo thinkcentre, The Lenovo has been modified from 4gb to the 5gb of ram. As well as being overclocked to 3ghz

in simple terms because newer cpu can run at lower freq yet get more work done. this is because of better efficiency per a clock cycle.

there are other enhancements, like dedicate processing sections added to the cpu to do specific jobs faster then the general section can do, such as decoding video. adding better prediction units in the cpu to make it ready to do the next task sooner ect.
