2 issues with bios?

Hello, I've got 2 issues with my PC that happen when I try to boot the computer up.

The first issue might have to do with my motherboard, it's a boot loop (not sure) as shown in this video. Note that it only happens when the computer is "cold" if you will, when it hasn't been turned on for a while When it happens I turn the computer on and off a couple of times till it actually boots up. Been having this issue for 2 months now.

The second issue is about turning the computer on (also when it's cold). Sometimes the power button just doesn't work. I have to reconnect the power cable till it works again. I've tried switching the cables to no avail. This issue has been with me for over a year now.

What really makes me upset here is the fact that I've sent my computer to the store I bought it from a hundred times and they never found the solution for any of my problems. So I came here to maybe get some insight on what I experience.

The MOBO is: B75-D3V
PSU: FSP 500w

It's most likely a dying power supply. That has happened to me before in old computers. The PSU is not "dead" in a way that it doesn't work anymore, it just doesn't output as much power as the computer requires because it has been used over its life expectancy.

So you think the PSU is the cause for both issues? if it matters the computer is 4 years old

warranty ended last year... so replacing my PSU should solve both problems?
