What should I upgrade first?

Hi, I am looking to get and upgrade on my pc but I am not sure what I should upgrade first. Advice would be appreciated :D
Components and possible upgrade:
Gigabyte gtx 970 gaming g1 4g -> Gtx 1060 6gb
i5 4590 3.30 GHZ -> any Intel cpu around 250 euro
8gb Ram -> 16 gb Ram

GPU, bot not to 1060, I mean it's not much of an upgrade, you'll maybe get 10-20% in performance, not worth $250.
If not that, then add 8GB of RAM for a total of 16GB.

Thank you, I would love to go to the 1070 :p but I don't have that much money...
