PC keeps restarting when shutdown plus won't restart for several minutes if power switch turned off/on

I just built my own PC and got it to work right away, but it seems like i got my hopes up too soon.

The problem I'm facing is as follows: every time I want to turn it off (Windows 10) it seemingly shuts down as it should just to restart immediately.
Furthermore once I cut off the power to finally shut it down the "hard" way, I can only get it working again by pulling the cable from the PSU for several seconds and then put it back before pressing the start button. Otherwise nothing is happening, so there seems to be something like a short circuit?

Assuming I tried many software options I know of (auto-restart setting, bios settings), I think the problem might be from hardware rather than software.

So, what do you recon: broken PSU or Mainboard? Probably still something else? Keep in mind everything else works as it should.

Mine is Straight Power 10, but might be the case for that, too...
Don't you think there would be general system instability rather than just when shutting it down or starting it, if I was suffering from load regulation issues?
