First Build, freezes constantly

Just finished my first pc build, but my system freezes on my frequently. It seems to freeze quicker during high use.BIOS shows nothing is even close to overheating, memory tests vine back with no issues on either of my 8GB 1866 ripjaw sticks. Power supply is 850W gold rated for my system that pcpartpicker.com estimates uses 623W. Definitely not a software issue. Still freezes in safe mode, already wiped everything and reinstalled Windows 10

The image will stay on the screen and the fans will keep running but the system is unresponsive to anything but a hard boot (ctrl alt del doesn't work, keyboard doesn't respond with the CAPS lock light when tapping CAPS lock)

All drivers are up to date
Amd 9590 fx
Radeon r9 390
Asus m5a99fx r2.0

Any suggestions of what to look for next?

There is nothing wrong with the FX-9590, Just those with a lack of experience and knowledge of what is required to cool the beast and achieve stability. The FX-9590 has a TDP draw of 220W and your MB supports up to 140W. The support list at ASUS indicates support for FX-9590 however it is not fully supported. Shame on you ASUS.
You will continue to have issues unless you choose a CPU of 120W-140W TDP. Even with the best cooling available on your MB it would be the VRMs that would get too hot unless you down-clock the processor and reduce your Vcore voltage. Not an ideal solution.
ASUS do have MBs that fully support the FX-9590. I have 2 x Crosshair V Formula Z systems which fully supports the FX-9590 and OCed to 5.2GHz...

An 850W gold certified PSU is adequate however I recommend you either change to a MB that will support your CPU or choose a CPU that is more fully supported by the MB.

Awesome answer, thank you so much for the response. I will look into grabbing a different CPU, not that my system was getting hot or anything but my Coolermaster Hyper 212EVO would probably need an upgrade along with MB from what you described.

Do you have any quick tips on how I can do a safe underclock in the meantime while I'm waiting for ordered parts?
 


Till you get your new kit and depending on your temperatures, Leave the system at default 4.7GHz or lower the frequency to 4.5GHz and disable Turbo Mode. Try a Vcore voltage of 1.4V and if unstable raise the Vcore by .01V increments till stable. Use your Bios to make these changes and if unsure how then I will explain in more detail.

The Hyper 212EVO will not be sufficient on any of the FX series CPUs.
If you decide to upgrade your MB then you need AIO H110 or equivalent Water Cooler.
Your best chip for your M5A99FX PRO R2.0 MB would be FX-8350 at 125W TDP which also requires Water Cooling if you intend to OC and probably the best way to go.
