low clock speed

So on hw monitor my core clock speed caps at like 900 when i'm gaming but when i close the game down it goes back to 3k. Any one want to help me pin point the problem?

I have a intel i7-4710HQ, idk what motherboard i have but its a msi ge70 2pe apache pro. In dragon nest seems to lag in arena so checked hw monitor. I have windows 10

I did just turned it to balance but at the time i was testing it i had high performance as well as in the nvidia game profile at max performance as well
