MSI GTX 970 4G very low usage % while playing Dota 2

Recently I have had many problems with my GPU (MSI GTX 970 4G) having very low usage percents (between 0-15%) which is causing very low fps. This is mostly happening in Dota 2 and isn't happening in most other games. I have tried changing "prefer maximum performance" in NVidia control panel and setting windows power management to "high performance". Anyone know a fix to this issue? I appreciate any help :)

The reason the usage is so low is simple DOTA 2 requirements are ridiculously low, the 970 is way overkill for that game, Im pretty sure you could have gotten by maxing out that game with ease using a gtx 950 or lower for that matter.

What you are seeing is completely normal

If you want to see more usage turn up the resolution apply all settings to the max and turn the resolution up

I already tried completely reinstalling drivers and I still have the same issue. Doubt power supply is the issue here either since I can easily run other games without any problems.

I already have all my settings maxed and my resolution as high as my monitor supports (1920 x 1080). Any ideas? Possibly Nvidia dynamic super resolution?

yeah you could do the dynamic super sampling, it really doesnt look much better, but you will see more usage.
