Very High Idle Temperature of Laptop CPU

Sometime it even crosses 100 celcius when I am doing nothing. Perfermance is like a potato lags like hell all the time. I used to play GTA San Andrease, BF 2, Counter Strike, HL 2 but now it just lags even without games. First when PC was not very old and it used to run good and If I run it for long time it used to shutdown itself but now nothing happens like that. Its Toshiba Portege A600.

The heatsink that sits on CPU used to have somekind of gray foam like padding that ripped of by time because termal paste is sticky and ripped it off when removing. Some black padding is remaing on corners. Now the heatsink isnt flat. Here is the screenshot of heatsink: (links only because pic is 16MP large)

I have done these things so far:

Clean vents for airflow
Opened up fan cleaned all dust and oiled it
In control panel power management cooling is at maximum performance
In BIOS cooling is at maximum performance
Tried using on flat surface for better airflow
Tried running without battries
Power plan is at high performance
Changed thermal paste several times.

It is still reaching high temps and lagging. I am out of ideas what I need to do please help me.
