my computer turns off by itself and fan is at 0rpm

hi my computer keeps turning off by itself i dont know why. i can assume it may be because once after my house lost4 electricity and got it back this started happenoing. do i need a new power supply , this app says my fans are going 0rpm so is that why and it says my gpu temp is 43 degrees celcius what do i do? im using open hardware moniter as the app is it reliable?

Your temps are normal.
As for the GPU fan stopping when Idle, It is normal, It will start to spin once the GPU heats up.
If you still have the problem, I suggest you to get a new power supply.
(Note: Don't buy cheap units, as they can fry your PC hardware due to using low quality components.)

actually i found out i have 3 fans and then 1 fan the graphics card has and they are alll running except fro the graphics card 1 when idle
