Games have a lower FPS than expected.

Hello, so I recently purchased a brand new computer, however the FPS I expected is much less than what I have? I'm wondering if I've messed something up along the way?

Parts I have are:
FX-8350 OC'd to 4.8GHz
RX 480 Nitro 8GB
8GB 1333 RAM

I tested it out in Overwatch and Witcher 3. I get a good 70fps on Overwatch, but it occasionally drops right down to 25/30; different story for Witcher 3 however as it stays at around 30fps no matter that graphics settings it's on.

Card was going at a max of 75c and CPU goes at about 31c and has a max 30% of usage.

The FX8350 is not really a very good gaming cpu. What motherboard are you using? What psu?

Are you sure the overclock on the CPU is stable and not overheating? Also how many sticks of RAM are in? Don't worry the FX 8350 is plenty for a gaming system with a RX 480 @1080p no worries there.

The reason I ask about RAM is if you only have 1 stick it will run at half speed. I feel this has something to do with overheating or instability.

Download HWInfo and see what the temps are when you game just to see. Check in the CCC and make sure Supersampling isn't on by default.

I was running Witcher 3 along side HWInfo, was getting around 27fps so.

Edit: Went back to test Overwatch once again, seems to be stuttering from anywhere from 50fps to 20fps. Again, no idea why.

Have you used DDU to wipe drivers and reinstalled?

AMD has done some weird things with the RX graphics card drivers, including their tendency to throttle based on power limit very, very early. After using DDU to wipe drivers and then reinstalling them, if the problem doesn't go away, use AMD Wattman, built directly into the Crimson interface, to max out the power limit on global settings. It's like free performance at the cost of clicking and dragging on one slider, which is still free. If the problem still persists, it's probably time to up the fan speeds.

I think this is a problem of power limit throttling, combined with thermal limit throttling (not thermal throttling, which slightly different).

He has the nitro though so unless it is power throttling I wouldn't think it would be from overheating, temps looked okay so like you say it could need the power limit maxing.

I remember when the whole RX480 PCIe power draw fiasco was going on, AMD fixed it with a "driver update". From what I read, which really prevented me from wanting to buy one, it was fixed by artificially capping the power limit. You can still go into Wattman and change it, but at your own risk. It's a case of "If you burn up your motherboard, it ain't our fault". Even if it's a Sapphire Nitro (I have the 380x myself and love the cooler, hate the bios limitations), it's still an RX480, bound by the same power limit rules of any other RX480. The thermal target throttling was always an issue with the RX480 since launch, since that was the way AMD made the GPU core run "super cool" and complete their goal of competing with Maxwell GPU's. This isn't thermal throttling, since it isn't running at a dangerous temperature, just a target temp assigned by AMD to look good to the untrained eye.

Slightly off topic, Nitro coolers are really badass, so it's probably not temps, but 20% fan speed is rather quite low. Mine pick up to about 55% under extended 100% loads at about 77C (it's overclocked like mad), and it's still quieter than the case fans around it. The sad part is that the Sapphire bios locks the 380x to a maximum core clock speed of 1200mhz, and I can't push past it without an unlocked bios, even though I only need +60mV to get there. I feel like Sapphire over-engineered the Nitro coolers so much, that they just don't benefit from fan speeds over 55%. At least, I saw no change in temperatures between 55% and 99% fan speeds, just a serious increase in noise.

Which MSI 970 motherboard exactly do you have? I really think your motherboard is throttling your cpu under loads. MOST AM3+ motherboards CANNOT properly handle the 125w FX cpus. Have you checked to see what your clock speed is under loads? Especially at the time of fps dips? I bet it drops to 1.4ghz.

I found out why my FPS was being so weird, and I feel extremely dumb because of it. The reason my FPS was being so weird and locked to a certain speed was because on the physical board of my MSI 970 AM3+ motherboard there's a physical switch.

What does this switch do? Slow mode. My PC was just in slow mode because I didn't think much of that switch as I thought it would be default off slow mode.
