New build, Motherboard LED's power on but no boot or CPU/GPU fans

I am building a new PC

Specs:
MoBo: Gigabyte z170-hd3p
CPU: i5 6600k
CPU Cooler: Cooler Master Hyper 212 LED
HDD: 1tb WD blue HDD
RAM: 2x8gb gskill ripjaw DDR4
PSU: EVGA SuperNova 750 G2
Case: NZXT s340
GPU: GTX 1070 Armor

I had everything put together yesterday and was booting into the BIOS, everything was fine and dandy. I hadn't gotten my HDD in the mail yet though so I set it aside and waited until it came. It arrived this morning, and when I plugged it in via Serial ATA, my PC won't boot anymore. The only things that turn on are the motherboard LED's, Case fans and Power Switch LED's. The CPU and GPU fans aren't running and it won't boot into the BIOS. I've tried taking out the HDD to see if that fixed the problem but alas nothing was different. I've tried taking out the GPU and switching the CPU cooler to a different SYS_FAN port, but still nothing.

thank you for the guide, it's very comprehensive. the problem I've been having is what I believe to be the motherboard. I have tried every step of your guide, and at no point will the CPU or GPU fans even start, nor do I hear the beeping on the motherboard before I have my RAM installed. The thing that confuses me though it that when I try to boot, the case's power LED's as well as power switch work, plus the motherboard LED's light up. Could this still be happening if I have a friend motherboard?
