Our apartment building offers free wi-fi. With everyone using the band width it makes watching videos almost unbearable due to the bandwidth usage.

I ran into a technician for the cable company that services the building and he said I could get my own modem, call the provider so they could know it is on their network and we would get better speed.

We have the coax outlet which is pre wired for internet but my concern is that if I do what he suggested that they would begin charging me and I dont want to do that if its free.

I have a router and wasn't sure if I could somehow set that up and get a better signal. Any help or suggestions are appreciated.

No, you would need your own account and modem from the ISP. A router alone won't do anything for you.

Even if you decide to spend the money for quality Internet access, you will probably have issues with your wireless. Check what frequency and channels are being used with THIS free wifi tool. Hopefully, your apartment wireless uses 2.4GHz, so you can use the 5GHz band.

And for anything really bandwidth intensive, try to use a wired connection.

Call the cable company and ask!

Don't let the installer just set something up for you just to be surprised when a bill comes in the mail claiming you have a long term commitment.

In agreement with RealBeast, wires are better than waves whenever possible.
