I want to build a budget gaming pc. I would pay maximum 530 dollars.
Would an i5 6400, gtx 750 ti, 8GB RAM be a good idea?

Imo that will be better. The CPU is worse, but the GPU is far and away better than a 750Ti.

It is, but the CPU to get is teh i5 6500 as iot offers far better price/performance.
